In a Facebook post in the Luminous, a Facebook page lead by lawyers Trixie Cruz-Angeles and Ahmed Paglinawan, it was revealed that a government witness, Roberto Catapang Jr., has claimed that Eldon Cruz, Rogelio Singson and Florencio “Butch” Abad colluded and participated in the controversial right of way scam in General Santos City that allegedly defrauded the government of 8.7 Billion pesos worth of Revenue. 

All of the respondents of the said claim are either relatives or former cabinet members of former President Benigno Simeon Aquino III. Specifically, Eldon Cruz, being the husband of Ballsy Aquino, is a brother in law of Noynoy; Butch Abad and Rogelio Singson are the former secretary of the Department of Budget and Management (DBM), and the Department of Public Works and Highways (DPWH) respectively.

The almost 9 Billion pesos scam involves the use forged land titles to make false land claims in order for the government to utilized these allegedly illegally claimed land for road expansions.

According to the said Facebook post, the witness produced a letter that allegedly were written by Eldon Cruz to the former secretary Butch Abad to endorse payments.

“A government witness, Roberto Catapang Jr, now admitted to the witness protection program, has implicated Eldon Cruz, Ballsy Aquino's husband, Rogelio Singson and Butch Abad in the road right of way scam that defrauded the government of an estimated P8.7 billion pesos.

The scam involves the use of fake titles to make fraudulent claims from the government for the use of these lots in road expansions.


The witness produced a letter purportedly from Eldon Cruz to the DBM, endorsing the release of payments.

And the walls are closing in for the Aquino kapamilya, kaklase, kabarilan, and pretty soon, ka-kosa sa kulungan.”
